Despite over 100 years of research, the transition to turbulence in pipe flow remains a mystery. Stability analysis and experiments suggest that the flow remains stable to arbitrarily large values of Reynolds number (!LaTeX$Re$). However, in practice, the flow transitions to turbulence at a finite !LaTeX$Re$ through the influence of disturbances. The "slugs" that occur for !LaTeX$Re \ge 3000$ have been the object of a large number of research studies. These slugs are finite in extent but grow in time. Thus, they appear to be undeveloped turbulence. Using Stereo PIV (SPIV) measurements, we show that the turbulence inside the slugs is fully developed.
